RAG vs fine-tuning: which does your product need?

RAG gives a model your documents to read at answer time. Fine-tuning changes the model itself. Here is what each is for, what each costs in effort, and how to choose.

What is the difference between RAG and fine-tuning?

RAG, or retrieval-augmented generation, gives a language model the relevant documents to read at the moment it answers. Fine-tuning retrains the model on examples so that its behaviour changes permanently. RAG changes what the model knows for one answer; fine-tuning changes how the model behaves for every answer.

What is RAG best for?

RAG is best when answers must come from your own information and that information changes. Policies, product catalogues, support articles, contracts and internal knowledge bases are typical cases.

  • Answers stay current: update a document and the next answer reflects it.
  • Answers can cite their source, which makes them checkable.
  • Access can be controlled per user, because retrieval decides what the model is shown.
  • No training run is needed, so it is quick to build and to change.

What is fine-tuning best for?

Fine-tuning is best when you need the model to behave in a consistent way that instructions alone do not achieve: a strict output format, a particular tone, a narrow classification task, or a specialised style of reasoning. It teaches a skill, not facts. It is a poor way to add knowledge, because the model cannot cite what it absorbed and retraining is needed every time the facts change.

Which should you try first?

Try clear instructions and good examples in the prompt first, then RAG, and fine-tuning last. Most products that seem to need fine-tuning turn out to need better retrieval or better instructions. Fine-tuning also takes more effort to do well: it needs a set of high-quality examples, a way to measure the result, and repeating whenever the base model is upgraded.

Can you use RAG and fine-tuning together?

Yes. RAG and fine-tuning solve different problems and can be combined: retrieval supplies the facts, and a fine-tuned model applies a consistent format or style to them. This is worth the extra complexity only once each has been shown to help on its own.

How do you know which one is working?

You know by measuring. Build a test set of real questions with known good answers before choosing an approach, and score every change against it. Without that, a team cannot tell whether a change to retrieval, prompts or training made the product better or simply different.
